Participant terms and conditions

General information

The Minnesota Child Support Online (MCSO) Service is intended to be available twenty-four hours a day, seven days a week. However, it may be unavailable from time to time for scheduled maintenance. There may also be unscheduled down time, but we will work to minimize such interruptions in service.

The Minnesota Department of Children, Youth, and Families (DCYF) has taken steps to safeguard the integrity of its data and prevent unauthorized access to information maintained by the Child Support Division. These measures are designed and intended to prevent corruption of data, block unknown or unauthorized access to our systems and information, and to provide reasonable protection of private information in our possession. Information contained and transmitted using this system is used solely to carry out the requirements of the child support program.

Agreement

This agreement is between you and the Minnesota Department of Children, Youth, and Families concerning the use of Minnesota Child Support Online. By requesting a password for MCSO you signify that you agree to be legally bound by the provisions below.

  • This Agreement shall be governed by and construed in accordance with the laws of the State of Minnesota.
  • You certify that this is your child support account or that you are the legally authorized representative for the individual named on this child support account.
  • You agree not to give or make available to anyone else your MCSO password.
  • You understand that your User ID and password are exclusively for your use to access your MCSO account and that if they are used by any other person you are responsible for whatever information is entered or altered and for any actions taken.
  • You agree not to use the User ID and password of any other person.
  • You understand that you are responsible for all information you provide and for safeguarding the information you receive using MCSO.
  • You understand that it is a crime under Minnesota law for an unauthorized person to attempt to gain access to or defeat the security features of this computer system.
  • You understand and agree that any information you enter into MCSO may be used and relied on by Minnesota for legal purposes, including communication of legal materials and legal service of process.
  • If you believe that your User ID/password has been lost or stolen or that someone has or may attempt to use MCSO without your consent or your permission, you agree to notify the Minnesota Child Support Division at once. For assistance, call:
    Minnesota Child Support Division at 651-431-4400 or 800-657-3890. Persons with a hearing or speech disability may dial 711 for Minnesota Relay TTY access or use their preferred relay service.
  • For your security, MSCO sends confirmation emails when you make a change to your account, make a payment, send a message to your worker and when your worker sends a message to you. If someone else views or intercepts your email, they may learn that you are a participant in Minnesota's child support program. By consenting to these terms of service, you consent to us sending you confirmation emails to the email address you have on file with us.
  • Termination or suspension: DCYF reserves the right to terminate or suspend your Minnesota Child Support Online access, or reject or reverse any actions you initiate, at any time and for any reason including, but not limited to:
    1. Using the Minnesota Child Support Online Services (directly or indirectly) for any unlawful purpose; or
    2. In any way attempting to corrupt or defeat the security features of the Minnesota Child Support Online Services; or
    3. Failure to abide by any of the terms of this agreement

    Neither termination nor suspension shall affect your liability or obligations under Minnesota law.

Your privacy rights

  • The purpose and intended use of the information you provide to MCSO is to update your child support case.
  • You are not required to provide this information through the MCSO system, however, you may have the legal requirement of providing the information to your child support worker.
  • The information you provide may affect your child support case.
  • If you do not provide legally required information to your child support worker through MCSO, you may be required to provide the information in another format.
  • The information you provide is private information and will not be shared by child support except under specific circumstances. It may be shared upon court order or provided to the state or legislative auditor. It also may be shared with state and federal agencies, individuals, and organizations which the law authorizes information sharing.

Disclaimer of liability

  • DCYF will not be liable for any loss or damages suffered by you as a result of your use of Minnesota Child Support Online.
  • DCYF is not responsible for any errors or failures due to your user error or malfunction of your computer or software.
  • DCYF reserves the right to alter or shut down MCSO at any time.
  • MCSO is provided strictly as a convenience and using it does not absolve you of any responsibilities under the child support laws of Minnesota of the United States. In the event MCSO becomes unavailable you must continue to comply with those laws through manual processes and DCYF will not be liable if you fail to do so.
